The Commission was formed in 1966 by President Lyndon B. Johnson as an advisory group charged with evaluating rural poverty in the United States in order to plan legislative actions to be taken in Johnson's War on Poverty. Chairperson of the Commission was Kentucky governor Edward T. Breathitt; its executive director was C. E. Bishop.
